He may have been born in Cambridgeshire.
There is an Anna Skinner in the 1851 England Census, living at Rose Beer[sp?] Shop on Market Street, and working as a [domestic] servant. The census was taken in the Parish of Croydon, in Surrey, England. She was 20 and born in Godstone, Surrey. [research-england-1851-surrey-croydon-4c-38]
There is another Ann Skinner (19), niece of Henry and Mary Ann Bull, staying with the couple and their children in 1851 in Cambridgeshire. She was born in March, Cambridgeshire. William and Anna's marriage date/place may be 2 Feb 1853 in England, or possibly a year later in the Jan-Feb-Mar quarter of 1854, in the North Witchford district of Cambridgeshire. (Note that there were two other persons named Ann Skinner registered in Q1 1854, so this still needs some research.)
They may have emigrated from England with their infant son Henry in November 1854. A record from the ship "Emerald Isle" shows a Wm. Willson (26), Anna Wilson (22) and Henry Wilson (infant) on board. The ship sailed from Liverpool, England. It arrived in New York on 15 Nov 1854.
There is an entry in the 1860 US Federal Census for a William (34) and Ann (29) Wilson in Township 13 Range 4 East in Moultrie County, Illinois, in July 1860. However, there is no mention of Henry (abt 8) or Rebecca (an infant), nor of William J. (may not have been born by June). William's occupation is listed as farming.
Anna may have died 22 Feb 1903 in Burchard, Pawnee County, Nebraska, and been buried in Burchard Cemetery. There is no image on the Find A Grave site, so the information is what was entered by someone else.
