From the 1860 U.S. Census: His parents and siblings are not explicitly identified, but are almost certainly the other Carter's with whom Tinch was living. However, Sarah's age implies she was probably a step mother -- the 1880 Census also indicates Tinch's mother was born in North Carolina. The listed persons include William (55, farmer, b. North Carolina), Sarah (39, domestic, b. Georgia), Dizy Ann (23, domestic), Calvin (17, farm laborer), and Emeline (16, domestic). The last three were born in Indiana. In the same household were Adam Smith (12) and Lydia M. Carter (9), both also born in Indiana. (Could Sarah have previously been married to a Smith? Was that her maiden name?)
