Willis graduated from the Oberlin Commercial College in Ohio in 1874, and "taught school considerable". He was a candidate for School Commissioner in the third district of Erie County, New York in the Autumn of 1881.

In 1882 he was elected to the office of Justice of the Peace, serving as such for eight years. In 1893 and 1894 he represented the town of Concord (Erie County, New York) on the Board of Supervisors.
